I assumed it meant that Regensburg had been granted the salt monopoly. If
that's so, "held" might be clearer than "had". (Someone may know whether a
salt monopoly was in fact in the gift of the then ruler of Bavaria. As a
parallel, there was a monopoly in Elizabethan England on printed music,
granted by the Sovereign to Thomas Tallis and his pupil Wiliam Byrd.)

As far as I am able to establish Regensburg's 'monopoly' was the
result of its position on the trade routes from Salzburg (literally
'salt-town') where an actual monopoly on the trade sat, first in the
hands of the Church and then the Hapsburg Emperors. Regensburg was
therefore in a monopoly position as the supplier of salt to its area
by happenstance rather than deliberate effort and was never granted
any official status as such.
