I wonder if I can call a tourist guide who only does his tours in a
certain city a city guide?

Thanks?

The expression is used, for example:

Beginning at the Guildhall Library with a display of material, Ann-Marie
Craven, an accredited City Guide leads a fascinating war walk around the
City including Blitz sites, Livery Halls etc. ending at historic Armoury
House, HQ of the HAC for a buffet lunch.

I found this by Googling on "accredited city guide" (9 hits). "City guide"
alone gets more hits (13,590,999) but many of these refer to books for
tourists.

You can call it anything you like. As long as it conveys your purpose
properly, you can use any word or phrase you wish!
