the implication/meaning of "that much" in this context is:
"she told me at least this"
?
Also, similarly, in :
"The guy sure posts a lot of war news, I'll say that much."
is "I'll say that much" an confirmation of the previous stated fact?

I'd say that the speaker is dismissive of "the guy" in general; he may
or may not have anything further to say, but if so he's not willing to
be drawn.
