I should have put it in at the time, because it's only 7 hours later
and I'm forgetting, but I think it was a politician or a caller to a
political talk show who wanted to measure his words!

Sounds like his yardstick is broken.

You have to give someone more slack when speaking, but in this case
I have to agree that anyone who slides from "certainly" to "perhaps"
in the space of a single clause can stand to pay more attention to
what he's saying.
