Since there is nothing otherwise remarkable about it, I assume
you are pointing out the redundancy in using both "the" and "Los".

I'd say the position of "instead" is somewhat unnatural - I think most
people would put it after "Code".

Or after "search".  This is what I thought he was pointing out, too,
but weth commas, I think even the original one would be ok.  So are
they allowed to leave out commas just because "they" are a web page?

There is no redundancy there. The name of the city is "Los Angeles"
(yes, it used to be a much longer Spanish name), and the article "the"
refers to the Municipal Code.

The split infinitive is what makes the sentence grate on the reader.

Though some infinitives need splitting, this is indeed not a warranted
split.
