Cyclists seem the most inconsiderate, followed by skateboarders and garbage truck drivers.

There is one of those who pass me and my dog on the National Capital Commission recreational (not "bicycle") paths, at high speed, from behind, without bothering to touch their bells or speak a word of warning, who will be inconsiderately ridden into the ground, the day he* finally manages to hit him.
*The practice appears limited to behelmetted males in rubber suits. The resemblance is probably not accidental.

Let's raze the cities, tar the whole area and declare it reserved to private cars only.
Pedestrians, cyclists, skaters, public utility vehicles like garbage trucks, busses and the rest will be moved to reservations. They have no business interfering with the private car drivers' God-given rights.
Private car owners could then play in their cars day and night, blissfully free of the offending species, stopping only to refuel and performing their periodic mental hygiene by venting their road rage against each other.

Funny you should mention this, because my university has done exactly this. Starting this semester, no vehicles except private cars allowed on campus. Bicycles and motorbikes are all consigned to outlying reservations. Pedestrians proceed at their peril.

Judging by the TV films I have seen, the worst must be the cops.

I would add drivers of smallish trucks that carry sand or builders' waste. Also the small couriers' vans. Oh, I forgot pizza deliverers.

Stop signs and red lights are commonly understood to be suggestions: "You might consider stopping here, but if you see even a nanometer of daylight and think you can squeeze through, you might not want to stop. It's up to you". To save money, almost all drivers and riders here refuse to replace burnt out running lights and stop lights (they trust in reflectors) and have stripped the vehicles of brakes.

Several times, when making a tight right turn, I have almost wound up with a bicyclist on my hood. Idiots.
There were the days when it was suggested that pedestrians and bicyclists should proceed along the side of a road, facing vehicular traffic. That might work on country roads, but in the city it's suicide.

If characterization of road-users is made on the basis of the vehicle used, there is independent research to suggest that drivers of the Volkswagen Jetta are the worst...either this vehicle appeals selectively to the dimmest people, or there's something about owning one that sucks the intellect out of you....r
