Could you please help me with editing or rewriting (if you think I
should do so) this letter which is very important to my future. I
appreciate your help in advance.

documents for my application for ABC program on time (Dec 1, 2006).
I would appreciate very much if I will be a given a chance to resubmit

No. The OP here corrects the deadline date (2007 not 2006)
which alters the intelligibility of his draft.
