Complain Letter Screeching Birds

I going to send following letter to the president of the condo board.
Can  anyone check at my English grammar and other errors?

I am writing to you regarding a continuing noise problem that my wife
and I are experiencing coming from neighbor. It is four o'clock in the
morning, and we just woke up by roosters who is creating tremendous
noises, and this in turn has akwen our baby who my wife just put to
sleep. Roosters are residing in my neighbor's apartment. They are
raising roosters for a sacrificial animals for Jesus. My neighbor's is
from South Africa, and there animals are scarified to please their
tribal god, and it seems Christians of that region have incorporated
them too. I have talked to him about the animal, but to him it is a
expression of his religion.

My wife and I have the right to have peace and enjoyment in our own
appartment. We feel  that we are the only one suffering and often feel
helpless and trapped in our own apartment. We have respect for every
religion, nevertheless, their farm animals' noises are intruding of my
apartment, and my sleep. My wife just gave a birth and she is
convalescing, and I work twelve hours a day, and this situation is
making it impossible for us to live in this neighborhood.

I also have met with police officers at the Sheriff's department
regarding the noise ordinances in place in our community. I learned
that our neighbor is in violation of the ordinance. Furthermore, it was
wrong for the counsel member to grant them permission for raising such
animals in urban environment. I am requesting the counsel member
rethink of their decision and have the roosters to move a more humane
place.

It's best to be short and to the point. What they are raising their roosters for
(hmm, some of us would say "cockerels" or just "cocks" here) and where they
come from is besides the point. If one is an official dealing with large
numbers of complaint letters, one really does feel much happier with those that
just give the basics and don't ramble on about the complainant's personal
feelings and other details. Sometimes these rambles can lead to the suggestion
you're just using the stated problem as an excuse, as what you really object to
is your neighbours' origin/culture (I'm not saying this is so in your case,
but just don't give them the opportunity to suggest it might be).
If it's against the rules of your condo to keep poultry, that's it,
that's all you have to say "These people are keeping poultry here and they
shouldn't".

Have you tried asking other neighbours about it? They must surely be affected by
it as well. A joint complaint is often more effective than one from just one
person, as it's then less likely to be dismissed as from someone who just has
a personal grudge.
