This is clearly a reference to the line in the film _Jerry Maguire_ in
which Renee Zellweger says to Tom Cruise "You had me at 'hello'" (which
means, approximately, "I became enamored of you when you first said
'hello' to me, and not only after some later point in time").

The writing in that review is very gimmicky and coy and full of in-crowd
allusions -- please don't ask us to explain it all.
"You had me at X" is a modern bit of jargon that means "When you said
the word X, I was sold, I was ready to buy your product, ready to sign a
contract. You didn't have to say any more."
You'll notice at the end of the review, the writer mentions he is happy
with Cingular. So the association with Cingular was enough to make him
think the new product was good.
