Question on the meaning of "settling" in a certain context

On the following site...

... is the following passage:

"The Library was formally incorporated in 1707 by an Act of Parliament
called An Act for settling and preserving a public library for ever. The Act
vested the house and books in a number of religious and state dignitaries
and officials and their successors as Governors and Guardians of the
Library."

My question is: what is meant by "settling"?

There might be an added nuance, since the passage goes on to speak of
vesting the library property in successive holders of public offices.
OneLook COED gives this for "settle": "9 (settle something on) give
money or property to (someone) through a deed of settlement or a
will."  So the Act could have been one to settle the property, and
impose the attendant duties,  on the designated functionaries.
