Does this imply that the Department of Homeland Security doesn't
know where the US/Canada border is?

Yes, they do know where the border is.  And each night, they move it a
bit to the north.

And each morning, the Canadian dollar appreciates a little more
against the US dollar -- today's valuation > 1 CAD = 1.04852 USD.

It's mildly ironic that the photo in the article is the American Falls.
And the Horseshoe Falls' south side are in American territory.The little
island that splits them is U.S. land.

I am reminded of a cartoon-like picture I downloaded a while back. It
shows Canada and the US, and a caption reading:

We're bigger, and we're on top.
