Seems to have originated with the gunners - a 'long shot' is precisely
that - a shot at long range which therefore has only a small chance of
hitting the target. Thence to the bookmakers...

Could be. cf 'draw the long bow'.
But OED's earliest cite is : << 1791 Hist. Eur. in Ann. Reg. 185/1 What our
sea men call a long shot fire is the most destructive of any to the rigging
of ships. >>
