As written this means that these materials are already in widespread
use, and the success of this proposal will somehow revolutionize the
way in which they are in widespread use. I suspect this may not be
what you mean. If you mean that the proposal will cause them to come
into widespread use then you should say something like "bring about
the widespread use".
