Hello:
Is there any difference added by the "in" in "sketched in?"
Could it be
"adding to the existing picture/tableau" (for "sketch in")
as opposed to
"painting a picture (from scratch)" (when plain "sketch" would be used)?
-------
Templer sketched in a somewhat lurid picture of Mrs Foxe and her set.

You got it. Metaphorically to fill in (extra) details.

The answer might be in the surrounding sentences. It's not clear
whether Templer is literally drawing or using words to describe the
group. In any case, it suggests supplying of detail, something
occurring across a bit of time, as opposed to bare use of "sketched".
