does it mean
"confused"
or
"incapacitated/out of operation"
or
"tired?"

Confused. Like scrambled eggs, all mixed up. The brain might be confused
because of tiredness, but not necessarily. There are lots of things that
scramble brains.

I've read the book (and all of Hiaasen's books), but I don't remember
- offhand - this character.  Most of his characters have scrambled
minds.   Some from dope, and some because they are
mentally...umm...challenged.

I've read several of them, but not, I think, this one. Hiassen has a
very vivid turn of phrase.
