Hello:

What does "tar" mean here?
"Wheel/tire?"

[Tool is doing some undercover work from a minivan. A woman passes by,
with two dogs.]

The woman must not have spotted him inside th minivan, for she
nonchalantly allowed her critters to pee all over the right front
tire.

[He threatens her:]

"I'm the sumbitch gonna butt-f**k those puppies, you don't clean the
piss off my tar."

It's how tire is pronounced in the deep South.

Southern dialect for "tire".

Hiaasen was born in south Florida, went to the University of Florida,
and has worked for Florida newspapers.  Most (all?) of his books are
set in Florida.

The Southern dialect is not the dialect of Florida, but many Florida
residents have a Southern dialect.  Any of us who live in Florida are
likely to hear someone speak with a Southern dialect any day of the
week.

Northern Florida and the Panhandle is the South. further down the penninsula
Northern refugees have changed things.

To the point I've heard it referred to as "the South Bronx."
