Hello:

What does "trot in" suggest, say in contrast to "bring in?"
Fair/high speed in doing that?

No speed involved. The bring him in like a horse they want to show off,
to impress people as they put him through his paces.

It suggest a show pony.  The public hearing, official inquiry, or whatever
is not taken seriously, but it is necessary to carry it off with a degree
of showmanship.  In the Texas legislature, a committee hearing is often
called a "dog-and-pony show"  --- an amusement for small minds that has
nothing whatsoever to do with legislation.
