Exactly. The technology is only approved for dirty people. If it
tests okay on them, it will be expanded to everyone. If tests go
badly, well, they were dirty anyhow.

The impression I got was of a sort of parallel-world washroom, with
suitable reinforcement to ensure that the wave function never collapsed.
