Need help with tense

I .............. him since we met a year ago. (didn't see, haven't
seen, hadn't seen)

What should we fill in the blank? I guess *hadn't seen*. Is this
correct?

haven't seen - present perfect, action during a period starting in the
past and continuing up to the present.

I hadn't seen him since........

Only if there is more context to justify this interpretation. However if
it is an exam or text question it's not a good question.
