Hi folks, I'm doing a translation from English into German and
struggling to find the right German term for "a kind of organizational
habit of terror" as in the following sentence:
Terrorism was particularly effective in launching this insurgency, but it
went on being used when it was not necessary or functional. This does seem
to indicate the danger that a kind of organizational habit of terror, with
its low costs and scattergun effects, may become ingrained.

Perhaps you'd get more response in a newsgroup whose name
does not end with "english"
What little I know about German suggests its a single word
nearly as long as the phrase it translates.
