"would not also be" or "would also not be"

1) This would also not be true representative.

OR

2) This would not also be true representative.

Which one is correct and what's the difference?

The most usual structure is neither of the above but "would not be ...
either".

(1) is correct, except that "true" should be "truly". Adrian
