Hi,

Can someone please explain what "a copy of this letter" means?

Does it refer to "a photocopy of this letter", or "this letter (the
original)", or "either the original or a photocopy of this letter"?

Thanks in advance.

Either a photocopy, or a carbon copy, or the same letter printed out
again.  In other words, a copy - not the original.
