I'll be entering military service soon but we're hoping to be stationed in

I don't believe there exists any government-sponsored
course that's available nationwide, but there are
numerous classes available everywhere, pretty much
independent of each other, and some of them free.
(And some of them from a government program?)
I have a friend in Canada just across the border
from Washington who has been working with a large
program which I think is free but I'm not sure.
I have been with an ESL program in Indiana, and
I am aware of at least five other free ones here.
Contact social service organizations, Catholic churches,
and evangelical churches in the area.
