This is usually a question about regular activity, but it can also
occasionally refer to the future, particularly if it refers to a timetable.
> When are you going to London?
This refers to arrangements for the future.
When both forms refer to the future there is often only a slight
difference between them - the present simple emphasises the timetable
aspect more and the present continuous emphasises the arrangement more.
People would more usually use the present continuous.
