Laughing out loud means laughing loudly or laughing in a way people
can hear it, not necessarily loudly or quietly?
As I understand, thinking out loud means saying what you're thinking
so it's definitely not thinking in a loud way.
So that's how I got the idea that out loud means loud enough to let
people hear it.
Is that right?

People write 'LOL' in situations that I hope they didn't actually laugh
out loud. But by all rights, they should be laughing audibly if they
make such a claim. Thinking out loud is just a defence for talking to
yourself.
