My dog doesn't understand English ? ? ?

Teach him/her/it English, as a Second Language naturally, or
learn the native tounge of your k9 friend..

To a dog, all words are just a noise.  He can't tell whether you are
speaking english or ancient Swahilian.  Start by teaching him one word
commands like:

sit
sleep
come here
stay
beg
stand (on two hind legs)
jump
play (with a toy or throw a stick)
food (goto food bowl)

use a small food reward for positive reinforcement when he is
obedient.

If the above doesn't work, you might have to buy a trained dog from
and english speaking country |-)
