"to" tells us where something is going: "Are you coming to the party?"
It's also used as part of a verb: "It's starting to rain."
"too" means "also" or "as well": "Sally's pregnant too."
It's also used with adjectives: "You're too clever for me."

ps. A pronunciation note.
"to" is often spoken as "t'": "t' the party"; "startin' t' rain".
"too" is not shortened in that way.
